      Applicable Rule: C 3.1 (b)/C 103.1 (b) Qualified Circulation - Home Delivery - Market Coverage

      Nonpaid copies distributed to saturate a neighborhood, ZIP/postal code or other market area, are eligible as qualified home delivery - market coverage if the following requirements are met:

      • They are delivered to individual residences.
      • No more than one copy per residence is distributed.
      • Distribution does not exceed the number of households in the area (maintain route maps and documentation for verification purposes).

      Program Example:

      • A newspaper distributes a two-week, seven-day sample to nonsubscribers living within ZIP code 60005, as this is the specific area where they want to grow penetration.
